Job Description

JOB SUMMARY
This position is responsible for a variety of technical duties associated with the collection and analysis of descriptive data relating to small to medium size commercial, residential, and agricultural properties and bare land; conducting property valuations for assessment purposes, including the classification, inspection and valuation of agricultural land and improvements; and performing a variety of complex appraisal duties, including collection and analysis of field and market data in order to determine property values.
ESSENTIAL JOB FUNCTIONS
• Conducts appraisals of vacant, commercial, residential and agricultural properties within Grand County.
• Visits, inspects, and measures property sites to ascertain stage of development, taking detailed notes on quantity, quality, and composition of construction materials used.
• Records and/or draws property exteriors, improvements and site boundaries indicating area dimensions calculating square footage.
• Photographs existing property improvements.
• Examines maps, legal descriptions and building permits to determine and verify property locations and addresses.
• Compares field data with existing real estate records and update records and property appraisal cards to reflect additions, completions and site changes.
• Conducts property valuation research collecting and analyzing field, market, cost, and income data, contacts developers, municipal departments and other individuals to gather information while assisting in the re-evaluation process.
• Conducts studies of current market data, time adjustments, sales ratios, sales verification, and depreciation.
• Prepares abatements, proration, and Treasurer’s assessments including research of prior values, purpose for the abatement or proration, and recommending approval or denial.
• Identifies and records value estimates and adjustments for properties affected by fire damage, demolition, and other structural or functional problems leading to depreciation and prorates taxable value of incomplete or damaged property.
• Processes and reviews objections to assessment valuations from property owners; prepares cases defending value of property; and may represent the Assessor’s office as an expert witness before various boards and in District Court.
• Manages department database.
• Provides support for other staff.
• Responds to inquiries from the public concerning appraisals; explains and discusses applicable laws, codes, and procedures with property owners and/or their representatives; assists the public in completing appropriate forms; processes various appraisal forms and documentation.
• Performs other related job duties as assigned.
QUALIFICATIONS
Education and Experience:
High school diploma or general education diploma (GED), or an equivalent combination of education and experience.
Special Qualifications:
Possession of a valid, State of Colorado driver’s license. Requirement exists at the time of hire and as a condition of continued employment. Must obtain Colorado Ad Valorem appraisal license within 2 years of hire.
Knowledge, Skills and Abilities:
• Knowledge of computer software, including file management, internet and e-mail use.
• Skill and ability in interpersonal communication and establishing effective working relationships with County Staff, officials, and the general public.
• Skill in accounting, appraisal, time management, basic mapping, mathematics/statistics, verbal and written communication, and computer applications.
• Ability to physically inspect property sites.
• Ability to learn computer systems related to appraisal.
• Ability to set well-defined and realistic individual goals and demonstrate a high level of initiative, effort and commitment towards completing assignments in a timely, accurate manner.
• Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
• Ability to write reports, business correspondence, and procedure manuals.
• Ability to effectively present information and respond to questions from groups of managers, property owners, and the public.
• Ability to apply mathematical processes of addition, subtraction, multiplication, division, and to calculate areas and volumes, percentages and similar processes.
• Ability to define problems, collect data, establish facts, and draw valid conclusions.
• Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
• Ability to establish and maintain effective working relationships with fellow employees, the public, supervisors, and other County officials.
PHYSICAL DEMANDS
The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Additionally, this position also requires the ability to regularly sit and walk extensive distances; occasionally lift and/or move up to 10 pounds; use close vision, distance vision, depth perception; adjust focus.
WORK ENVIRONMENT
The noise level in the office work environment is usually moderate. The employee is occasionally exposed to wet and/or humid conditions; high, precarious places and in and around construction sites; and outside weather conditions. Falling is a hazard.
